I don't at all know that he or his boss feel that laws applied. I think one or both of them decided that expediency demanded that he walk away.
The interesting thing will be the political media circus of the confirmation hearings for his successor. You know the Dems, rightly or wrongly will try to dredge up each and every one of his failings so as to determine that the proposed successor will have no part of such behavior.
